NPCs

Locals: Normal looking people of each of the nations. They aren't benders as a rule, outside the guards and Dai Li whom have come over at some point.

Dai Li: These are former Earth kingdom guards who as a rule are scary and imposing. They don't recruit new people. Period. They enforce the peace, so if you're causing trouble, expect a visit in the middle of the night. But don't worry too much, you'll just be taken to the lake for an obviously much needed vacation. Or that's what the locals will say the missing people go, along with 'Well, it's not as nice as Lake Laogai, but it isn't bad!'

Cabbage Seller: This oldish man appears to be everywhere with a cart full of cabbages. Something bad always happens to his cabbages, whether it be some group of unruly kids running into the cart and sending it toppling, a giant flying bison lands nearby and decides cabbage is on the menu; that sort of thing. And yet he always gets more cabbages. Is he a spy? Is he some sort of information broker? Or is he just a harmless, grumpy old man who just wants to sell his last cart of cabbages in peace before going home to his old wife?

Bestiary

The kinds of animals you'll come across are generally combinations (often very strange) of animals you'd expect. Such as chicken pigs and platypus bears.

If you do come across just a plain old bear, for example, expect a great deal of shock and surprise by the locals.
